In 1908, the Qing Government installed a telephone line between Shuimuziqin Hall in the Summer Palace and the East Side hall of Laixunfeng Gate in Xiyuan (Today's Zhongnanhai ) for the exclusive use of Empress Dowager Cixi and Emperor Guangxu. That was the first imperial telephone line in the history of China. It turned the Summer Palace into a political, military and diplomatic command center.

Previously in 1902,after Empress Dowager Cixi and Emperor Guangxu returned from their refuge in Xi'an to Beijing, they noticed that the rapid communication could play an important role in military and administrative affairs.
